In the past, FAS did, in fact, post operational policy documents, essentially providing the public, including its industry partners, with a virtual library of the guidance governing and shaping contract administration and management across the organization. Federal Acquisition Policy and Procedure (PAP) 2021-05, Evaluation of FSS Program Pricing , sets forth “comprehensive guidance regarding the evaluation of pricing throughout the life of a Federal Supply Schedule (FSS) program contract.” The PAP was not subject to public comment or rulemaking prior to its issuance in March of 2021.

In 2021, after reviewing the Fiscal Year 2020 evaluation results, GSA decided that the “TDR Pilot” was eligible for expansion. The performance results showed that contract level pricing was better under TDR than under Most Favored Customer (MFC) pricing. During this time, GSA also publicly announced “TDR Pilot” performance results.

Inflation is generally down from 2021, but is still high in too many places, and is expected to persist in 2023. With inflation eroding value for this long, a Government contractor may need to obtain contract relief.
