Framework Public Bodies will be notified in advance of the effective date of any new pricing and a new Lyreco catalogue will be uploaded in due course. Five suppliers have been appointed, three of which are Scottish Small and Medium-Sized Enterprises (SMEs). Work on the re-let has commenced and currently it is out to Tender.

Semarang City made a similar agreement in 2023. At the time, few complaints were submitted through the LKPP’s official procurement complaints handling mechanisms, e-pengaduan , due in part to the high burden of proof required before complaints were “approved” or progressed for follow-up.

The measures seem to have increased trust in the reforms: more than 20,000 new suppliers have registered, competition is growing across open procurement processes, and supplier diversity is up 27%. in 2020 to 59.7%

The final rule saw several changes from its proposed form, including two particularly relevant to the concerns that Coalition members expressed in our comments : The rule specifies that the October 2023 Recommendations on Specifications, Standards and Ecolabels from the EPA control what is considered a sustainable product or service.
