The procurement procedure was launched in December 2021 and adopted a MEAT approach for the award criteria. This criterion was then further refined with sub-criteria and a 0-100 scaling system. In total, we're talking 117 new trains at a cost close to €800M. This is for two reasons.

EU Member States must publish their procurement notices to Tenders Electronic Daily (TED) , so we used TED data to rank the product groups by number of procurement notices, to produce a shortlist of product groups to investigate.

The Government is now moving beyond measuring outputs like the use of green criteria to focus on the outcomes from better procurement, such as reducing Lithuania’s carbon footprint, working with OCP and Kaunas Technology University. In a few pre-tender market consultations, we came out with demanding GPP criteria.
