eForms are more of the same

Telles.eu

I spent some time over the last couple of weeks preparing my electronic procurement slides for some classes at the University of Belgrade and had a chance to look into eForms. My views about the lack of ambition of the current crop of electronic procurement related rules are not new, particularly in connection with the ESPD and eCertis. The first is still a form dependant on data being manually filled and checked and the second a ‘reference’ tool and not a canonical source of information parties

Data, Data Everywhere, but Not a Byte to Eat

Data drives decisions — both good and bad. The days of “static data” housed in filing cabinets or resources like encyclopedias are long over. As Richard Breakiron, Commvault’s Senior Director for Strategic Initiatives for the Federal Sector, points out, agency and mission readiness and success are driven by “data readiness,” and today data is a “flow variable” and the challenge is managing the volume, velocity and variety of data for actionable insight.

On the current Portuguese transpostion of Article 72 Directive 2014/24/EU

Telles.eu

As mentioned on yesterday's blogpost, one of the doubts I had on my mind was on the legality of the transposition of Article 72 of Directive 2014/24/EU into Portugal in its current draft of Article 370 of the Public Contracts Code. The Portuguese law makers have taken a fairly complex and convoluted article from the Directive and the with the draft(s) introduced in May 2021 and November 2022 simply butchered it to its bare bones.

Savvy finance leaders have procurement on their radar

Bonfire

Mitigating risk is one of the most important responsibilities an organization’s finance leader has. So why do so few pay close attention to procurement, an area bristling with risk? Can they trust that others in their organizations are looking after those risks, or is this a potentially dangerous blind spot for them? In this blog post, we’ll take a look at the risks inherent in public sector procurement and why finance leaders should care.

Should FTAs open and close (or only open) international procurement markets?

How to Crack a Nut

I have recently had some interesting discussions on the role of Free Trade Agreements (FTAs) in liberalising procurement-related international trade. The standard analysis is that FTAs serve the purpose of reciprocally opening up procurement markets to the economic operators of the signatory parties, and that the parties negotiate them on the basis of reciprocal concessions so that the market access given by A to economic operators from B roughly equates that given by B to economic operators fro

Why Agencies Should Pay for Servers Like They Do for Cloud

FedTech Magazine

Agencies continue to struggle with timely server replacements because they tend to treat them as capital expenditures rather than operating expenses, according to Mark D’Alessandro, senior director of data center sales for Dell Technologies. Agencies already pay for cloud services via monthly plans or subscription fees. If they apply the same operational expenditure or consumption model to hardware purchases, they’ll free up money for other IT modernization projects and “stop the clock” on their

Two roles of procurement in public sector digitalisation: gatekeeping and experimentation

In this post, I summarise the main arguments (all sources, included for quoted materials, are available in the draft chapter). This chapter frames the analysis in the rest of the book and will be fundamental in the review of the other drafts, so comments would be most welcome

Zero Trust Is a Natural Fit for Hybrid Work

Hybrid work presents unique security challenges that can put data and systems at risk.
