Yesterday I looked into the main text of the draft Council of Ministers Resolution introducing mandatory greenpublicprocurement in Portugal. By mandating or instructing the use of specific labels or certificate it is creating an obligation for contracting authorities to violate EU publicprocurement law.
The Portuguese government is planning to introduce mandatory greenpublicprocurement criteria in the near future. At the very least this particular draft resolution contains instructions binding to government departments as well as the wider public administration such as publicly owned companies for example.
It seems then that for the Portuguese Government vehicle efficiency only matters for internal combustion and not for all types of vehicles. First, despite looking similar to the award criteria mentioned in the preceding paragraph, the final sentence here is an addition and shows what the Government appears to be concerned with.
