Throughout the pandemic, significant amounts of public funds were disbursed without seeking parliamentary approval, and the procurement process itself became tainted by multiple instances of corruption and cronyism. Among the reform areas identified was the country’s publicprocurementsystem.
Open contracting approach: Supported by OCP’s Lift Impact accelerator program from 2021, Ekiti State’s publicprocurement agency created better opportunities for small businesses and particularly women-led businesses, to participate in public contracts.
There is growing recognition that the publicprocurementsystem can be a strong force for policy implementation, helping to tackle major social and economic challenges faced by governments across the region. Procurement was long seen as a clerical administrative function, rather than a strategic lever.
Paola Diegues is a self-proclaimed publicprocurement enthusiast. Her passion for helping others understand government contracting led her to join forces with data scientist Marcelo Blanco and establish B2Gov. Participating in public contracting represents a massive opportunity for businesses, but one that many fail to seize.
They leveraged Paraguay’s high quality, publicly accessible open contracting data to measure the existing participation of these smaller businesses and to understand their challenges in working with government buyers. Fewer than 300 MSMEs participate in a procurement market worth almost US$3 billion annually.
VIGIA is a unique initiative that allows entrepreneurs to easily find publicprocurement business opportunities in Paraguay, as well as provide real-time high-quality feedback about irregularities. The platform was co-developed by OCP and the business community together with the government.

Governmentprocurement is estimated to be responsible for 15% of all greenhouse gas emissions , according to a report by Boston Consulting Group and the World Economic Forum. The same study found that about 40% of all emissions related to governmentprocurement could be mitigated for less than US$15 per ton of CO 2 emissions.
To address those issues, the European Commission was planning to ‘ Elaborate a data initiative for publicprocurement data covering both the EU dimension (EU datasets, such as TED) and the national ones ’ by the end of 2020, which would be ‘ complemented by a procurement data governance framework ’ by mid 2021.
