Yesterday I looked into the main text of the draft Council of Ministers Resolution introducing mandatory greenpublicprocurement in Portugal. It is very detailed and prescriptive to and will definitely curtail the discretion of contracting authorities to organise their procurement procedures and contractual arrangements.
The Portuguese government is planning to introduce mandatory greenpublicprocurement criteria in the near future. At the very least this particular draft resolution contains instructions binding to government departments as well as the wider public administration such as publicly owned companies for example.
South Korea has been a pioneer of greenpublicprocurement (GPP) since 2005 , when the Environment Ministry enacted legislation mandating government agencies to buy “green products” whenever possible. These categories were established in a consultation process with relevant stakeholders and revised seven times.
