The Portuguese government is planning to introduce mandatory greenpublicprocurement criteria in the near future. This means the public sector in Portugal will have less than 3 months to adapt to a fairly significant change in the way it carries out publicprocurement.
Thanks to a small grant from Schmidt Futures , we had the opportunity to experiment with applying artificial intelligence technologies to greenpublicprocurement. The goal is to increase the understanding of AI in publicprocurement – by discussing the key decisions we had to make about our approach.
Challenge : In 2020, only 5% of Lithuania’s publicprocurement spending by value used green criteria that favor environmentally friendly products and services. Results : Levels of greenprocurement uptake across Lithuanian public institutions have increased to 94% by value and 93% by total procedures as of 1 December 2023.
Government procurement is estimated to be responsible for 15% of all greenhouse gas emissions , according to a report by Boston Consulting Group and the World Economic Forum. The same study found that about 40% of all emissions related to government procurement could be mitigated for less than US$15 per ton of CO 2 emissions.
